Wholesome Wave’s core Nourishing Neighborhood program is the successful Double Value Coupon Program, which doubles the value of Federal Food Stamps, now called the Supplemental Nutrition Assistance Program (SNAP), when used at participating farmers markets nationwide. Wholesome Wave’s Double Value Coupon Program improves the effectiveness of the SNAP program, as well as the Supplemental Nutrition Program for Women, Infants, and Children (WIC), the Farmers Market Nutrition Programs (FMNP) and the Senior FMNP.
Initiated in 2008 at 12 farmers markets in California, Connecticut and Massachusetts, the Double Value Coupon Program has expanded to an additional 44 farmers’ markets in 2009. Currently there are more than 60 markets in 12 states and the Washington, D.C, including California, Connecticut, Florida, Georgia, Illinois, Maryland, Massachusetts, Michigan, New York, Rhode Island, Vermont and Virginia.

Suite of Services
Wholesome Wave provides an invaluable suite of services beyond funding support and assistance with the implementation of the Double Value Coupon Program. Some programs include:
- Grant Writing Assistance: We provide monthly newsletters detailing local, state, and federal grants available to these grassroots partners, along with templates and assistance with final submission of requests. Our microgrants make up between 3 – 10% of the total support for Double Value Coupon Programs across America.

- Community Support: We host bimonthly meetings that create a space for each partner to share best practices and lessons learned. Wholesome Wave has also created a Google group where partners can interact directly in real time as they uncover new information, innovations, bottlenecks, and policy awareness, as well as explore opportunities.
- Strategic Updates: We provide progress updates regarding EBT technology, Food & Nutrition Service waiver policies at the Federal and State levels, as well as other valuable information useful to all strategic partners.
- Multi-Tiered Impact: Having a variety of partners in such a wide range of geographies provides rich friendships, collaborations and national data for policy impact. Each organization has been instrumental in winning the engagement and support of Federal, State, and Municipal officials in ways that foster long-term sustainability for this program. These public/private partnerships improves the efficacy of our programs in urban, peri-urban, and rural areas, as well as the impact of and response to the program across a diverse population of benefit recipients.
